• Qualification Requirements (Phase One: Compliance):

  • Submission of the Expression of Interest document in its original format.

  • Signed Invitation to EOI and SBD 4 (Declaration of Interest).

  • Company registration documents (CIPC/CIPRO) and IDs of Directors.

  • Registration on the National Treasury Central Supplier Database (CSD) with proof of registration.

  • Only qualifying Eastern Cape citizens/enterprises are eligible for this database.

• Functionality Evaluation (Phase Two):

  • Bidders must score a minimum of 70% on functionality to be selected for the database.

  • Evaluation includes professional qualifications (e.g., Sociology, Psychology, Public Management) and relevant experience.
